To turn off error reporting:

Hold your windows key,
Press pause/break
Go to Advanced

Disable

You mean changing your start-up programs?

Change startup programs:

Go to Start -> Run
Type in "msconfig"
Startup
Check the ones you want to run when you start windows
Restart

Note: Some of those programs you may need to start Windows. So if you don't know what exactly it is/does, don't screw with it.
